How the place works
The passage between Cuba and Haiti is the shortest link between the Bahamas and the Caribbean and is therefore needed. But it lies off a coast with weak state control, and the trade wind accelerates here with a high, short sea against an eastward course.
What breaks there
Two things at once: weather damage while beating east, and an elevated risk of attack close inshore and at anchor. Most crews therefore run the passage through without stopping ashore.
What this means for your policy
Piracy is excluded, weather damage is not. Settle beforehand where your cruising range ends, and do not assume that cover including Cuba also means the Haitian side.
